The gent(?!) you are thinking of was probably Mitch Snyder (14 August 1943 3 July 1990), who incessantly multiplied the number of homeless for an uncritical Reagan-hating MSM. He committed suicide following a failed romance.

Whatever happened to that homeless guru who was always on television during the Reagan administration? The guy in the field jacket. Hey, I remember that guy. I think he ran a shelter or something. He was always protesting Reagan and was the go-to guy whenever the media wanted an emotional interview or a heartfelt quote about the plight of the homeless. He was on TV all the time.
I vaguely recall he ended up in a tragedy of some kind.
