The U.S. Army Corps of Engineers has refused to grant a permit to Energy Transfer Partners for the construction of the hotly contested section of the Dakota Access oil pipeline that would have passed through Standing Rock Sioux lands. Hundreds of protesters who have been camping at the construction site for months now have celebrated the decision as a victory.
The decision to withhold the permit was made by the Assistant Secretary of Civil Works Jo-Ellen Darcy, who said she made it because there were alternatives to this specific route of the Dakota Access section that could be discussed with Energy Transfer Partners. The route that sparked the vocal opposition would have passed under Lake Oahe and would have constituted a risk for the quality of drinking water in the area, according to opponents.
Energy Transfer Partners said last month that it would not reroute the pipeline, and instead, offered to open up dialogue with Standing Rock representatives in a bid to quench their fears. The Sioux tribe declined the offer.

That is probably the real issue.
The ACoE APPROVED the route...once construction started based on that approval, there’s no going back...at least not without the ACoE coughing up any and all costs incurred by the delay and any further rerouting. I don’t thing this decision will hold up in court.

Bingo. It's a win for the leftist agitators, because it makes them look like they got what they wanted, but it's also a win for the pipeline, because once the courts decide against the disapproval-after-the-approval, it will be after January 20 and the pipeline can be built as planned.

No, it's a temporary delay until some time shortly after January 20, 2017.
WTF. Perhaps the Bundy crew should've put a feather-head up front and center during their stint at the refuge. The Bundy's only crime WAS THAT THEY'RE WHITE.

This pipeline does not cross Sioux land. And there is already a pipeline there. This one will just be laid next to it.

True that it passes to the north of the actual reservation land. But I think their argument
is about it coming thru other land that they consider to be unceded Sioux land and wasn't
granted to the USA. JMO. Orginally plans had it going to the North of Bismark but was
rerouted South. How and why the change I don't know.
Who really wants to build a pipeline in No. Dak. in the darkest days of December?
The protesters are busy burning all sorts of Propane to keep themselves warm. Cut off all fossil fuels to them.
Land that they consider to be unceded.
That is what it’s all about they want more land abd use the pipe line as an excuse.
