Correct, but if WI,MI and PA can not meet the deadline by Dec 19th due to the recount delays, then their votes don’t count. Thus under 270 and no majority. There is no rule that I could find that says the new threshold is not 270. The 270 is by law (rep + senators), so I don’t think the Majority of Electors present elect the president, it’s the person with over 270.
Now I did read that they could still get their votes in before Jan 6, but it would be up to Congress to accept them.
What I’m pointing out is that a number of people here think even if the vote went to the House, it would be a shoe-in. They forget that each state gets one vote. It is not voted by majority of Rep in the House.
Where are you getting that a state us under any obligation to wait for the recount to finish? The state sets the deadline for the recount to be completed. It is up to the recounters to finish on time.

Recount delays are no reason to not appoint electors.
In 1789 Virginia failed to appoint one of it’s electors because of trouble counting the vote.
