I heard something about a Federal law to the effect of if votes have not been recounted by Dec13, the State’s electoral votes cannot be counted.

If I'm correct, the states don't even have to agree to the recount.

Can someone in the know explain how this works?

I believe that’s correct but I think if neither candidate has 270 Electoral votes then the election goes to the House of Representatives for a vote...which is controlled by Republicans. But since Hillary needs all three states to go her way, if even one of them has their votes discarded then Trump will (I assume) win the House Vote. So she would not want the votes discarded. I am completely open to being told I’m wrong on this.

He still ends up with more ec votes than she has.
