That's what I'm trying to figure out. The vote gap was too large to automatically trigger a recount in any of those states. What basis does Stein have to get a recount in WI, or any of the other states? From what I've heard, Michigan is all paper ballot and the vote tallies have already been certified. If this is an attempt to overturn the election, she can't do it.
WI allows any candidate who pays to ask for recount no reason needed.
