Code name TITANPOINTE is believed to describe a massive skyscraper, capable of withstanding an atomic blast, in the middle of New York City. It has no windows, 29 floors with three basement levels and enough food to last 1,500 people two weeks in the event of a catastrophe.
The building was not created as a shelter for humans from a nuclear war but as a hardened facility for housing powerful computers, cables and switchboards. It is one of America’s most important telecommunications hubs. It is owned by AT&T and operated by the New York Telephone Company. The “Long Lines Building” at 33 Thomas Street has been a target of conspiracy theorists for years and little is known about its purpose.
The Intercept which published whistleblower Edward Snowden’s leaks reports that the skyscraper is more than a communication hub; it also an important National Security Agency surveillance site on U.S. soil. They reported that the NSA was using the building as a “covert monitoring hub…to tap into phone calls, faxes, and internet data.” It is identified under BLARNEY, the surveillance/communications program of the National Security Agency.
The skyscraper is alleged to be a central location for NSA surveillance of the United Nations, the International Monetary Fund, the World Bank and other counties and close allies. The Snowden documents indicate that NSA equipment has been integrated into AT&T’s network in New York City to vacuum up communications that transit the company’s systems.
The New York Times opines that “powerful machinery available to government surveillance programs…are subject to some court jurisdiction.” The only little tidbit that both The Times and The Intercept didn’t report is that these code-named programs were either permitted to continue or were originated during the Obama Administration.

You don’t need anywhere near 25 MT on that, unless you’re planning on missing by miles.
You don't need that, keep in mind that most of NYC's infrastructure isn't hardened against nukes. A simple EMP is enough to make it useless by destroying the users communication devices.
It is a hardened facility but in no way shape or form designed to withstand nuclear blast. That’s just stupid.

Some conspiracy stuff I've read recently claims that the CIA and NSA are at war with one another. The CIA are the globalist bad guys and the NSA are the nationalists. Furthermore, the conspiracy theorists claim snowden is working for the CIA to undermine the NSA.
The paragraph I pasted above seems to partially support this conspiracy theory, namely, the NSA is fighting the globalists.
Can't wait to see how Trump/Pence will clean this up.
