A friend in Northern Indiana has had hers stolen FOUR times before she finally gave up.
The last one tried to start a fire on her porch, as well. All caught on tape, yet the cops haven’t found (or even bothered to look for?) the perp.

A video tape might prove that a crime has occurred, but it proves nothing about intent. And absent proof of intent, no reasonable prosecutor would bring such a case. Just ask FBI Director Comey!
