Submitted to who? Who's the document supposed to be submitted to?
No document would last very long if it's passed around to thousands or millions of people, so a photograph or PDF is used as a substitute.
Or do you actually expect to have the document in your own hands to inspect?

So I take it you use a PDF file when you apply for a passport or a driver's license?

It wasn't a photocopy of the official birth certificate embedded in a PDF file.
It was a document created in Adobe Acrobat.
Adobe Acrobat did not exist in 1961.
