They can if all the US forces are dead.
There is no point in this day and age to have nukes in Turkey. That is a no-brainer. If we get through this in one piece we need to get any nukes out of there ASAP.
If the Turks object we just need to tell them the nukes will either be removed or detonated in place—their call.
