Much much easier for him to declare a State of National Emergency. No congressional approval required and it could initiate control of just about everything from travel to firearm possession to buying gasoline.

Obama doesn’t care about Congressional approval...He just does what he wants and ignores Congress anyway...
And shutting down the civilian access to the internet and cell phones. Only the gov’ment and the military/police would have access.
