Is this an idea who's time is here?
here is my idea, you determine how many people from a country can come over per year based off the country's " cultural compatibility index"
Well how is such a thing calculated, well it is simple, you ask on a scale of 0-10 certain questions about how people within that country are treated based off the predominate culture of that country and the laws of that country.

Example:
How does a country treat their women?
0 = No rights or severely limited rights, treated as chattel, treated as less than man legally.
10 = Equal legal rights in regards to property, speech autonomy, employment opportunities.
So on this scale, Saudi Arabia would get a big FAT ZERO, and the USA would get a Solid 9-10, Most Latin American countries would get between a 6 and a 8.
How are other non-mainstream religions treated?
0 = Other religions are not tolerated, worship of other religions is a crime or restricted heavily.
10 = Other religions are allowed to worphi provided they do not abrogate other people's rights.
So on this scale, Saudi Arabia would get a big FAT ZERO, and the USA would get a Solid 9-10, Most Latin American countries would get between a 7 and a 8.

So you create more questions and so on, and create a bunch of metrics by which to judge (in general) the culture/country.
Then you determine the % of people you allow in based off your current country's population.
The More "compatible" another country is the more people from that country you allow to immigrate in. The LESS compatible, the less people you allow in and the more scrutiny you put on those people who do come in from those countries to make sure that those people are the ones who want to escape THEIR FORMER oppressive culture and JOIN this culture.
The Higher the score the more we let in, the lower the score the fewer.
So for instance if we allow in .5% of our population in as immigrants that would be 1.5 million people per year.
So how do you break that up?
Well, you would want a majority of those 1.5 million to come from countries that are between 8-10, each level downward is near a magnitude LESS.

10 - 1,000,000
9 - 250,000
8 - 100,000
7 - 50,000
6 - 12,000
5 - 5,000
4 - 2,000
3 - 500
2 - 100
1 - 10
0 - 0

This way you can concentrate more on the people you are bringing in on the people from countries that are culturally incompatible to ensure they actually want to ACTUALLY JOIN OUR culture.

Agree, take a break, then re-start with a system that makes sense.
why should we let anybody in?
Countries like Israel, India, Thailand, Ceylon, UK, etc had female heads of state decades ago. So America is far behind.
But no way in hell I want Hilda to be the first female president.
Most of the people we get are compatible with us.
One of the reasons we get them is that we are viewed as more compatible than their folks back home.
We are also very easily to get along with in general - keep your housing unit neat and orderly on the outside, etc.
Our problem isn’t with the immigrants, but with the likely abuse leftist politicians will be able to make with immigrant votes. Leftist voting will lead to leftist results here too - think of Caracas, which should have above-average prosperity.

The ones 100% legally here who meet our current legal requirements and have paid a fee/fees to USCIS and will pay the remaining fees and jump their remaining hurdles pretty much have to be accepted on the basis of fairness and due process.
Fairness is a key conservative and Republican trait.

Wrong approach. Dont apply it to countries. Apply it to individuals. Not everyone from the same country is the same.
Take Mexico for example. There are at least 5 distinct cultural views among Mexicans. (Maybe more).
The Viocente Fox PAN types lean libertarian.
The Calderon PAN types lean social conservative.
The PRI (current president) are Hillary Clinton types.
The PRD are Occupy Wallstreet types.
Then there are the non-political types who follow the strong charisma ... or react against someone.
