Have you considered getting an identity protection service?
Most preapproved applications are actually pretty prescreened: a list from the credit bureau that meet certain criteria, or exceed a certain credit score.
As you note, you don’t actually get credit until they have your permission to get your full credit report.
You can opt out from prescreened credit lists by writing the credit bureaus.
Report it to barclay. banks don’t ask for utility bills.
There was recently a scam with Apple instant credit, where some Apple employees were using stolen personal info and using it to buy Apple products that they would then resell on eBay or Craigslist..
I don’t think a us citizen can have a credit card from a foreign institution.
Fill out the form and mail it in. Ask for the highest limit possible. When the card arrives send it to me.
Mmmm. Either a dishonest Apple employee, or they didn’t do a good job of discarding that information??

Some of the shoddiest goods and services I have ever encountered carried a venerable, prestigious name.
We had a Barclay’s Princess Cruise line card for years.
They gave good bonus points that could be used on Cruises.
We stopped it because how many cruises does one want to take to Alaska or Mexico. We will not take a cruise if we have to fly to take it with the TSA screwups.
They constantly sent checks, we could use and often get 0% interest charged if we paid the amount in a year.
I used those checks and ones from another credit card company to pay for my wife’s Lexus in one year, a new roof in another year and part of Ridgeline in another year. That way I didn’t have to tap our IRA’s and paid off the loans in a year or used a check from another credit card company.
They constantly sent new credit cards and blank checks. One time a neighbor got our mail in his mailbox with a new credit card (unasked for) and several blank checks. I cancelled the card because they wouldn’t/couldn’t stop sending the blank checks.
Re the utility bill. Sometimes, parents try to get their kids in a different school in our area. To even apply they have to show a utility bill at an address in that school district or a copy of a property tax bill to confirm that they live in that district.
Don’t go there!
Sounds like a scam...very much like a scam.
