Does Texas law allow a stranger to start commitment proceedings?

It may have to be a family member, but in FL and Ohio family can go to the Courthouse, fill out the comittment papers and the judge reviews them. If there is enough merit..the person is held against his will..picked up by the police—for 72 hrs in psychiatric facility. a magistrate assigned to several facilities will go there and there will be an onsite hearing.
