If the state law defined people veterans who carry as members of the militia, that is all that would be required.
The federal government can define militia for purposes of duty in the federal government; they do not have the power to define who a state says qualifies for the militia.
About half the states already have state military units outside of the National Guard.

I guess "Shall not be infringed" has lost it's meaning over the years since it was put in the constitution.
We didn't last two elections - bad as they were, neither McCain or Romney would have been as disastrous for the Nation. On the flip side, we may not have a Trump running now - let's hope he can accomplish something positive with all the resistance he will be getting from the houses of Congress.
