Oddly enough you are correct. Venezuela does not have the refining capacity for their “heavy crude oil” and thus must import the refined product for gasoline and diesel
I lived in Venezuela for two years prior to Chavez. It was a corrupt nation an thus elected Chavez. What they elected was many times worse. They didn't electr Chaves nor Maduro in the subsequent election as those elections were stolen by fraud.
I miss the Venezuela of old. It was corrupt but no one was hungry. They are hungry today.
