Well, you have to read more than just those 3 verses to understand that. The beginning of the chapter describes the appearance of the first “beast”, and we learn in verses 7-8:

“7 And it was given unto him to make war with the saints, and to overcome them: and power was given him over all kindreds, and tongues, and nations.

8 And all that dwell upon the earth shall worship him, whose names are not written in the book of life of the Lamb slain from the foundation of the world.”

So the first beast rules over all people and nations on the earth, and they all worship him (except for the saints).

Next, we are introduced to the second “beast” (usually identified with the “false prophet” discussed elsewhere), and we learn in verse 12:

“12 And he exerciseth all the power of the first beast before him, and causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed.”

This second figure has all the power and authority of the first, so he must also exercise authority over all nations in the world. This is reinforced in verse 14, where we learn this figure is deceiving “them that dwell on the earth”, stated two times:

“14 And deceiveth them that dwell on the earth by the means of those miracles which he had power to do in the sight of the beast; saying to them that dwell on the earth, that they should make an image to the beast, which had the wound by a sword, and did live.”

It is this same figure that in verse 16 “causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads”. There is no change between any of these verses to indicate that somehow the scope of his power or actions has become limited or reduced. Everything that is done in this chapter concerns every inhabitant of the planet earth.
