It's because it's the typical liberal spiel to tell someone something that sounds good in an argument or discussion to shut them up but never meaning it or following through on it. Its a soft form of lying. Liberals are good at conceptualizing but horrible on following through and realizing anything. They're like armchair mechanics who've never worked on a car telling someone how to do it.

Just like those scammers claiming to have a $10k gov't grant waiting for you, if you send a $200 "processing fee" to them through Western Union. Same bunch of con artists.
