I find it curious in that Winston Churchill was born in England of an English father and an American mother. She was the former Jenny Jerome of Long Island. In 1963 President John F. Kennedy granted honorary citizenship of the United States to Winston Churchill. Honorary citizenship is granted to"generally a non-United States Citizen" (re Wikipedia).
I do not wish to muddy the waters so to speak. It does seem curious to give citizenship to someone who already is a "natural born citizen".
