I don't know if this is the actual map, but it looks like it's more a matter of not excluding rural states, rather than of specifically targeting them:

FWIW, while Fargo, Grand Forks, and Bismarck may be small towns by bicoastal standards, they are the three largest cities in North Dakota, and house just under half of the State population.
Now, if someone else would care to detail where the 'refugees' are going in their state, with an eye for major highway junctions, strategic/military assets, political centers, and pipelines or rail hubs, maybe we can sort out what the plan is.
