Missoula is a college town, right? The liberal city government is inviting refugees. As are local governments and church groups in other parts of the country. A lot of this has to do with run-down old industrial cities with unoccupied housing.

I don't know if this is the actual map, but it looks like it's more a matter of not excluding rural states, rather than of specifically targeting them:

Grand Forks, Fargo both at major junctions of I-29 and East west roads (US 2 and I 94). Both college Towns, Grand Forks AFB is where drones are researched/flown. Bismarck is the State Capital, also on I-94 and controls the north/south road to Minot. MAFB has strategic missiles under its control and bombers.

There's a start. Major Road junctions, political center, three college towns, strategic assets.

FWIW, while Fargo, Grand Forks, and Bismarck may be small towns by bicoastal standards, they are the three largest cities in North Dakota, and house just under half of the State population.

Now, if someone else would care to detail where the 'refugees' are going in their state, with an eye for major highway junctions, strategic/military assets, political centers, and pipelines or rail hubs, maybe we can sort out what the plan is.
