According to the Russian becuse of the limited range of the missile, the F-16 had to enter Syrian air to get missle lock, shoot and depart.
I think it was possible to shoot from Turkish airspace, and even shoot while the Fencer was in Turkish airspace. Turning out, post shot, and not spilling into Syrian airspace could be pretty tough.
