Carson says he was recruited by certain people to attend West Point. Everybody who goes to West Point has a "full scholarship". He chose not to apply or go to West Point.

I believe the event he attended where he was supposedly dined with Westmoreland, would have been beyond even beginning the process for attending West Point.
