It won’t be that easy. The government, especially if Buckwheat is still in power, will be on the side of the blacks. They have armed the government agencies and prepped the military for years for just such an occurrence.
If the government wavers or tries to ride the fence, there are numerous outside factions, some already well established within the country, who will come to the aid of anyone actively fighting the white majority. This could include the muslims, ISIS, and/or various Latino or other radical groups. Certain foreign governments would be delighted to supply arms and support to a budding revolution.
You are right if it were ONLY the whites fighting ONLY the blacks, but that would never be the case I don’t think a poorly organized majority of the population, no matter how well stocked with small arms, could stand a chance against the government nor a highly funded and determined foreign faction. And, as in any partisan war, it would be difficult to know who is friend and who is foe.
