Civil unions don't need licenses. You just sign a contract and poof, you are civilly unionized.
Get married in Church and do a Civil Union contract. The courts treat Civil Unions and marriages the same when there is a split.
Pastors won't have to worry about their tax status if they are merely performing religious rites rather than acting as the agent of the State in the performance of an official marriage.
Your tax status as a civil union is treated the same as a marriage. The only difference is that the parties to a Civil Union have more control.
A lisence is a way to regulate something. If states don’t issue licenses for marriage, then they’re not in the business of regulating, which is in compliance with the Supremes. Simple, done, except for all the other laws which may require a marriage certificate. A lot more to happen yet than the manic stick waved by the courts.
I do think they can tell me as a licensed solemnizer of the legal side of marriages that I’m no longer acceptable to them. Not that it bothers me. The wording in the license doesn’t say anything about my religious beliefs, so those can be ignored, the same as a guy licensed for a cab. They can simply say I don’t meet their broad needs anymore.
