This is another story that will make you say Gee too bad the Republicans will find a way to throw this advantage away, because they will.
The Supreme Court will soon be handing down a decision in the matter of Evenwel v. Abbott, No. 14-940. In this case the Court might rule that One man one vote means One legal voter, one vote. The plaintiffs argued that because all Congressional Districts are roughly equal in population size at about 700,000 on average, but not all districts have an equal number of legal voters, those districts with fewer legal voters are at an advantage.
Because this is a case that comes from Texas, the Texas Tribune offers a clean and simple explanation of Evenwel saying, At the heart of their argument is the disparity between the number of eligible voters in rural and urban areas. For example, the project has noted that Evenwel comes from a mostly rural district with about 584,000 voters, while an adjacent, mostly urban district has just 372,000. The difference, according to the plaintiffs, means the urban voters have more influence.

Unless you don’t allow people to move or die or have kids, it’s going to be this way.
It always has been this way in terms of numbers of legal voters not exactly matching each other. Fluctuations in the legal voters due to one thing, or another.
How’s this for a compromise? Count all illegal aliens as 3/5 of a person.

This could be hugh & series in CA.
There was a light at the end of the tunnel but it turned out to be a train.
But the biggest impact of all is in states where large numbers of the 11 - 20 million illegal aliens live. They are counted in the census and the census is used to apportion congressional districts.
There could be a few dozen Dims in the US House that are only there because they come from districts with large numbers of illegals, districts that wouldn't exist in their present form if only legal voters were used to apportion.
