And, because they pulled strings to keep it from going to court the records were not automatically sealed. That's why all of this was auto be to come out. Manipulating the system prevented the sealing of records which would have automatically happened to protect the girls.
Following the law by all parties would have been a better course, but the Duggar family chose not to.

The dirty little secret is that the local DA could have prosecuted Dugger in 2006 and passed on doing so. That statute of limitations in that state is seven years on criminal sexual assault.
