Yes. The Black/Brown coalition to rule Whitey has long been a motivation.
The problem with it is that they don’t get along. Mexico is overtly racist and to equate white Spaniards with West Africans is hilarious.
They don’t have the same interests to put it mildly.
It will be easy for the government to sow discord and pit these two groups against each other for the short term; over the long term...not so easy.
But the people in the government probably assume that will be another generation’s problem. Nice of them, huh?
