As the Justice Department investigates police misconduct in Baltimore, root causes of criminal activity are being ignored. It shows, once again, the agenda of the Obama administration is not to solve the real problems afflicting urban America
It was no surprise that new Attorney General Loretta Lynch announced the Department of Justice will launch a civil rights investigation of the Baltimore Police Department. This is the second investigation that has been authorized in the wake of the riots that broke out following the death of Freddie Gray. The other investigation is looking into potential violations of Gray’s civil rights.
The investigation will examine whether the police department engaged in excessive force or any other discriminatory policies. It follows Lynch’s visit to Baltimore earlier in the week in which she promised city leaders that she would do “all she could” to help the city heal.

The purpose is not to help the city heal, or to correct civil rights violations (other than as a tool). The purpose is to Federalize the local PD. City by city, Obama is building his national civilian police force that is answerable to and takes orders from Washington.

Now your digging into the root of the problem, there are other roots running deep and wide but that is the newest root and it is going to be a lot of trouble. (trouble being a vast understatement)
I can't think of one thing the Rino's took a stand on, yeah they made some noise here and there but when push came to shove the Rino's pushed everything obama wants and shoved it down the throats of we the people.

"Just two months ago, President Obama held up the Baltimore police force as a model of unbiased community policing for the 21st century. Now he's investigating it for civil-rights violations. What's changed?
In a March White House report on police reforms, Obama and his Task Force on 21st Century Policing praised Baltimore's force and its black chief for "implementing national best practices for policies and training," including "use of force" reforms. His task force even quoted Baltimore Police Commissioner Anthony Batts, who said he changed "outdated procedures" that "put officers at odds with the community."
Yet now the Obama Justice Department is investigating the Baltimore police for a "pattern or practice of discriminating" against the black community in "arrests, traffic stops and other operations." The federal probe is separate from an ongoing federal inquiry into the death of Freddie Gray, which focuses on the alleged misconduct of six Baltimore cops involved in his arrest, half of whom are black.
It's absurd to think that black police officers under the direction of a black police chief are inherently biased against young black men. So why does Obama keep charging police bias where mixed-race juries weighing all the evidence conclude there is none?
He was just as wrong in Sanford, Fla., where he and his attorney general scolded local police for not charging George Zimmerman with murder, as he was in Ferguson, Mo., and Queens, N.Y.
Why does he keep launching investigations into police discrimination and portraying cops as rabid racists? Because these probes provide a political justification for federalizing local police forces."
Baltimore’s problems are all due to white based racism.
Because they flee the black areas, like the ones in Baltimore where the riots were.
