You’re looking for unicorns, eh?Yes, he is (how long would it reallyt take any object-oriented programmer to learn the SharePoint Object Model?) - and even if his clearance requirement allowed him to look overseas he wouldn't find one ... though he might find one or more willing to lie about their experience to get their foot in the door.
