There is a discussion in the comments section that these properties are going to be used by FEMA to house immigrant children.Ergo, the plumbing problem is related to providing bathroom facilities for the new use.

It would be so much simpler, cheaper and less, uh, visible to convert a fraction of the empty office, retail and manufacturing space into federal daycare facilities.

Why not? They’re already stocked with clothes, food, pots/pans/dishes, furniture, widescreens, the latest electronic gizmos, toys...and ammunition.
