The people in the neighborhood maybe? Or in the pawnshop nearby? Or the guy that filmed it? It’s not like they were in the middle of nowhere.

Or maybe the kids in the middle school half a mile away? Or the grandmother driving her car six blocks over? There was no threat to anyone.

Or how about the guy with the video camera fifty yards away. Or the kids in the house just outside of the camera’s field of view. Or, it if were the lady six blocks over, what if he ran six blocks over?

There’s a reason the common law allowed cops to shoot fleeing felons. It’s because they are potentially dangerous to other people. SCOTUS has apparently narrowed the law but the basic principle is still there.

If Scott had been allowed to escape the scene he might have made his way to that middle school and not paid child support to those students.
