Kinda started when Gerald Ford pardoned Nixon before he was tried in court and sentenced. Hmmm...I suppose I was in favor of that pardon, but only reluctantly so. Still I would have liked to have Congress vote on it. Unless there is a 2/3 majority "nays" in each chamber, the pardon stands.

Folks have been getting pardoned for centuries.
It goes back a lot further than color TV.
