Yes you are correct. But still perhaps we shouldn’t just say ‘allowed’. I have come to believe that this was encouraged, the template was created, utilized and now I think that the ones that were utilized in this ‘social experiment’ are now in the process of being replaced by even more ‘suitable’ ethnicities.
