You buy when it is available. Like the guy says, if you do not need it you can give it to people who do.
BTW something to remember is that other people notice if you are NOT buying. They also notice how much you buy. So don't buy too much, that could mean that you are rich. Don't buy too little which could mean that you are hording.
Calculate how much is reasonable for your household, buy a bit under that and use coins to pay for part of it.
That signals that you don't have much and are not worth their attention. Blending in is the name of the game.

It’s often the panics that are worse than the shortages themselves.
Just look at .22LR in our country. The only reason there is still a shortage is because the demand of the panic buyers continues to exceed production.

Now, even in these times of scarcity IF you are in the store and even IF a particular scarce item is arriving, you will get some because the store sells only a few pounds to each customer. There is plenty of time. Well, a food fight started and the store personnel had to struggle to bring order and force people to stand in line. Of course, the gates of the store were locked fast to limit the number of people that get in, something that now happens EVERY TIME corn flour, laundry detergent, cooking oil, etc, arrive. Sounds like panic shopping in America when people rush out to buy milk and eggs and all of the bottled water based on the hysteria of a few suited weathermen.

Occurs to me that those here by fleeing oppressive conditions may bring their fears with them.
Seeing as ammo shortages continue, even though there’s plenty of supply and buyers have more than enough, shows mindset of fear still drives panicked stockpiling.
Hate to see that happen to food here. Fearful enough, people will hoard plentiful food even if they know it will rot.
