My version.

Gang enforcer and protection collector visit store to remind owner to pay protection.

Customer calls police. Gang members walk down middle of street like they own it,come across cop not on take, try to scare him, he is not impressed and tries to shoot in car.

Gang members walk away and are annoyed when police officer exits car and wants to arrest them. One gang member charges at police officer thinking that will scare him. It takes multiple shots to stop attacking gang member.

Gang ups protection fees. Businesses that didn’t pay get burned down.

Wilson called the area where Brown was shot a “hostile environment.”

“There’s a lot of gangs that reside or associate with that area. There’s a lot of violence in that area, there’s a lot of gun activity, drug activity, it is just not a very well-liked community. That community doesn’t like the police.”

Cops are not welcome in their community because they interfere with their lawless culture of drugs sales, prostitution and robbery. Children are raised to be the next cog in the illegal drug industry—or prostitution industry. The politicians are bought off to let all the illegal activity slide through the culture. There is a cynical nature to this whole swamp of corruption: It keeps poor black kids employed. These poor black kids are just cogs and are kept in their place by their drug addled, welfare addled, affirmative action culture with no father in the home.
