People have to WANT to be cops. To want to be cops, there has to be:
a respect for the law,
a respect for those in law enforcement,
a felony-clean record,
the passing of psychological tests and
family and community support for those who do go into law enforcement.
I doubt whether the 12% of Americans who are black (with SOME white in most) meet all those criteria.
As I have read over the months since August, a prime difficulty in this area is the legacy of small cities trying to be self-governing and self-supporting within the urbanized St Louis metropolitan area. Ferguson suffers from a degree of white-flight and the subsequent tax-base reduction which, in turn, engenders seeking other revenue streams. Meanwhile, the minority population, lacking the means to move, suffering from area-wide under-employment and depressed housing prices are already under pressure.
The current government structure, including police force, remains legacy white. Given its small geographic area, a prime revenue source is revenue from policing - tickets, jaywalking, code violations and the like. Since the minority population are the ones getting caught, resentment toward the police ratchet up correspondingly. Since the police answer to their superiors in the local government, their attitudes appear to be less than sympathetic towards the populace.
If this is an accurate account (seeing this only from the reports as I am not a resident of the area), then this was a powder keg and the lit fuze exploded, not just from the shooting death but also from the mistreatment of the death scene with the body in the open for several hours.
Permanent fixes will be difficult but will probably require government consolidation to broaden the tax base and reduce ‘hostile’ policing. It won’t be easy and it won’t be pretty.
End all means tested Federal benefits programs.
Let necessity force the criminals to find jobs.
People with jobs have little time to protest, or punch police officers in the face.
A person is a person is a person. Ferguson doesn’t need more black cops. Ferguson needs more cops, period. (And less racist agitators/Obama/holder/sharpton/communists/islamoNazi scum stirring up racism and racial hatred. )

Continually we hear from Democrats and this Administration that investigations show that white police officers are arresting too many minorities in minority communities.
Duh.
The facts however, as usual are ignored.
When a community demographic is White, the majority of police contacts will involve White people.
When a community demographic is Black, the majority of police contacts will involve Black people.
When a community demographic is Hispanic, the majority of police contacts will involve Hispanic people.
And on, and on...

Eric Holder Sues Police Dept. for Treating Women as Equals

Forget about that phony IRS scandal… The DOJ apparently has a real problem to handle. The Pennsylvania State Police are being sued by Eric “The Extortionist” Holder for alleged sexual discrimination. No, the Penn police didn’t do anything as egregious as force women to pay for their own birth-control; but apparently it was enough to persuade the DOJ to file a lawsuit. The offense: Women are being held to the same standards as their male counterparts!
Apparently, requiring all candidates to pass the same standard physical fitness test is sexist. See, women are having a tough time passing the test – and this is obviously by design. According to the DOJ lawsuit:
“Through the use of these physical fitness tests, Defendants have engaged in a pattern or practice of employment discrimination against women in [Pennsylvania State Police’s] selection process for entry-level trooper positions in violation of Title VII [of the Civil Rights Act of 1964].”
Those chauvinist creeps in Pennsylvania: How dare they expect a woman to be able to do a man’s work! Wait a minute… Is that really the problem here? The DOJ is suing a state police force, because they expect their female cadets to complete the same minimum requirements as men? Whoa. Maybe we should make a separate test for women that treats them as equals. I mean heck, it worked for race relations in Democrat controlled states in the 1960s, right?
So what is this horribly sexist barrier to female employment really look like? Well, there are five components of the physical test. A 300 meter run, sit-ups, push-ups, a 1.5 mile run, and a vertical jump. Roughly 94 percent of male candidates passed. Only about 70 percent of women passed.
Of course, if I suggested that this test was too much for a woman to handle, I’d be labeled a sexist faster than you can say liberal hypocrisy… Yet the Police force in Pennsylvania is being sued because they dare to suggest that, yes indeed, women should be evaluated the same as men.
So, let me get this straight: We’re supposed to treat women the same as men, unless they are incapable of achieving the same results. In that case, we’re apparently supposed to give them a handicap. Well, I guess this explains the two sets of tees on the golf course; but I’m not totally on board with this separate-but-equal mentality when it comes to first responders, law enforcement officers, or even Walmart rent-a-cops.
As I understand it, the National Guard is subject to different rules than the police. That may have been a factor in the decision to wait to deploy them, I don’t know.
The point she is making is AA does not work and has been proven not to work.

Once again the left shows both how little they think of black Americans and how little they care for the safety of American citizens. Apparently the Dayton, OH police department hasn’t met the Affirmative Action quota. As a result, Eric Holder and the DOJ are now telling them that they have to take black applicants who failed the test.
The standards aren’t high to begin with. It’s a two part test. Applicants must score 66% on part 1 and 72% on part 2. That’s a D and a C- which basically averages out to a D+ to squeak by. Not good enough says Eric Holder. He wants the requirements reduced to 58% and 63%, an F and a D.
When will they realize that this isn’t a game?
This is LIFE AND DEATH. “It becomes a safety issue for the people of our community,” said Dayton Fraternal Order of Police President, Randy Beane. “It becomes a safety issue to have an incompetent officer next to you in a life and death situation.”
Even the NAACP is against this! “The NAACP does not support individuals failing a test and then having the opportunity to be gainfully employed,” agreed Dayton NAACP President Derrick Foward.

As a freshman at Columbia University in 1970, future Attorney General Eric Holder participated in a five-day occupation of an abandoned Naval Reserve Officer Training Corps (ROTC) headquarters with a group of black students later described by the university’s Black Students’ Organization as “armed,” The Daily Caller has learned.
Department of Justice spokeswoman Tracy Schmaler has not responded to questions from The Daily Caller about whether Holder himself was armed — and if so, with what sort of weapon.
Detroit could be successful if they had just elected qualified blacks. They are out there but not many and they don't appeal to the average black because they think they are acting white. It's like oil and water. To say you want enterprise zones and cut taxes will get puzzled looks at a minimum, and outright violence at it's peak. To burn down a city because a black thug robbed a store and tried to murder a cop and ignore black shootings that make Chicago more dangerous than Afghanistan is a sign that mass mental illness reign in a whole culture.
