Indictment leads to trial, and the point of a GJ is to prevent baseless trials from wasting the court’s time.

I am going to make a guess that Nixon’s call up of the Nat Guard is one of several head fakes that are going to be used. After these people stand out in the 12 degree weather for a while without any word, they will just go home. After a few of these, no one will bother to show up when the actual decision is released.
And it is going to get colder in St. Louis. A lot colder.
This should provide the local police, and the national guard, with as much tactical practice as they could ever wish for.
