The difference, I fear, would be minimal. Biden would be ineffective, but wouldn't intend to be. Obama is ineffective, and fully intends to be, because effective responses to the issues of the day would have to be responses that go against his ideology.
He is not trying to be ineffective. He is trying to transform this nation to a third world country and that makes him appear to be demented.
The problem is that too many people ignore his promise to do that very thing. The only way he can seem to do what is good for this country, is make decisions that make sense. That, he has never done. I believe he never will. JMHO
