Just did a Google. #9 is (not Stated). Question 9 is “Race of Father”. Another 9 is “Kind of Business or Industry” of the Father, also noted as a #9. It would appear that these questions are coded in transfer to a Federal type registry.
I guess like a census. What I looked at said it had something to do with population and distribution of federal funds. Guess also that could impact numbers for Representation ie: Congress?? I da know. So a 9 code is said to mean no answer was given at the time.

Like Zullo said, "9" means 'not-stated' where the birf certificate boxes should have been left blank.

What likely happen is that the forger got hold of an image of a Hawaiian birf certificate, a template, that gave him empty boxes to fill in with the desired text.
