Any place that has a genuine water shortage would outlaw manicured lawns and sprinkler systems for anything but agriculture.
A yard full of native flora (i.e. weeds and wild grasses) does not require artificial watering.

California knew this was coming. Could have put desal plants in long ago. Population explosion did not help. either.And new housing developments keep getting approved by local jurisdictions. When the question is asked where will the waer come from the answer is our studies (funded by the developer) show we have ample water supply.
Meanwhile, the water tables are dropping and in some areas the wells have dried up completely.
