Detroit, or really any of our inner cities. Men don't stick around after the baby is born. The women are heads of households dependent on the government as a replacement for men. No significant contributions by men to the family, the family's income, or even the culture of the city. It is a perfect feminist utopia.

With a possible rare exception, societies of this type are matrilineal, not matriarchial. Men still run the society and most if not all of its dominant positions. Kinship being traced through the mother is about the only difference from the more traditional patriarchal society. Where a man is not sure he is the biological father of any particular child, his incentive is to just care about his nieces and nephews from his sisters. But he will not work as hard to provide for his sisters kids, as he would for his own, to whom he is bonded.
Such describes the underclass "inner city". Where a man does not have rights to kids he knows are his, he just says "to hell with it", and does what amuses him.
To an increasing extent, young men are saying "to hell with it" to marriage.
