Obama can “fire” a general officer by forcing him to retire but he can’t punish him unless he wants him court-martialed.
Article 88 of the UCMJ, “contempt toward elected officials” COULD be used against an outspoken G.O., but that would still cause a public spectacle.
Article 88 is sometimes waved like a club in officers’ faces (mine, for telling my CO exactly what I thought of Clinton as POTUS), but it hasn’t resulted in a conviction in over a century IIRC.
And if the higher ups pressure a rater to give the offending G.O. an unsat efficiency report, then “undue command influence” becomes an issue.
