Im assuming thats the most updated org chart they posted. Which means, probably yeah, he was still getting those checks.
If this creep actually was in charge of IT security on ALL of HHS computers, he would be in a position to know things some people might not want known.
That is a valid point as well. But call cynical, but to even rise to the level he did, seems he was in the inside of his parties power structure.

Very possible that they had a file on this guy (and probably others) which they kept around until they feared he might fold on them and then out it came. (remember Petraeus!)
True. Although the way his lawyer is playing this doesnt bode well for that scenario...of course, he could always be in on the fix if that were the case. He would have to have something very damning for them to take him down like that...but given his role..
