I can't understand what the writer's point is.
And I cannot take anyone seriously who criticizes anyone who they think 'exceeded their authority' without first having flogged the living hell out of Barack Obama's non-stop abuse of his authority at the executive level, which of course affects far more of us far, far more profoundly than would anything a governor did to some local DA.
They shouldn't be taken seriously.

The DA is a Travis County elected official, Gov. Perry wouldn’t be able to appoint a replacement .... what a douche.

If you want to defend a state public-integrity unit being overseen by an alcoholic county DA who gets caught driving drunk with a .23, with a handle of vodka on the passenger seat, who fights with the jail deputies, threatens their careers, tells them to call their boss, gets herself put in restraints and a spit mask, and the arraigning judge refuses to hear her case until she cools off...go ahead. I’ll just note that you have a different notion of “public integrity” than I do.

The criminal justice process will now proceed to determine whether Gov. Perrys public calls for DA Rosemary Lehmberg to resign and his subsequent threats to cut funding to the office if she didnt constituted a quid pro quo condition that perhaps crossed the line into abuse of office.
ALL political compromise, including between the executive and legislative branches is "quid pro quo". The only time this would come into play is if Perry said he would veto the bill unless he found $80,000 in cash in his freezer, or something like that.
Obama exceeds this threshold on multiple occasions with his threats to issue executive orders because Congress won't always give him his way.
