That’s not what Hell is like. Satan isn’t in Hell torturing people — that comes from ‘Dante’s Inferno’ and the like.
People who die without knowing Jesus are in a place of utter despair, pain and thirst. They are not yet in the final Hell, which will be a lake of fire. It will be something like swimming in molten lava for all eternity. That will take place at the last Judgement. *Everyone* who does not know Jesus Christ and have a relationship with Him by faith is going to go there.
Jesus was very, very clear. You do not want to go to Hell.
