Taking bets that toxicology tests will show PCP in his system. That’s what the cigars were probably going to be used for as well.

I’m not sure how much PCP is still used these days, but I do know that almost every black that smokes pot smokes it in a cigar wrapper, and blacks generally do not actually smoke cigars themselves, I assume because cigars are not menthol.
I do think the cigar acquisition is another case of tea and skittles though.
