Sheriff's report: 19 shots in friendly-fire incident 'proper'

The bullets kept coming.

An off-duty police detective, who had been trying to help capture a fleeing suspect, was on the ground, shouting to be heard over 19 gunshots unleashed at him.

"I'm a cop, I'm Hallandale Police," Hallandale Beach Detective Anthony Distefano yelled to Broward Sheriff's deputies. He continued yelling: "Kilo 12, 10-37 Distefano." "Kilo" is police speak for a plain-clothed detective, and 10-37 is a police code that indicates he's law enforcement.

Sgt. Andrea Tianga, who was featured on the reality TV show "Police Women of Broward County," and Deputy Christopher Manekas thought the gun-carrying detective was the suspect they were looking for, according to an Internal Affairs investigation released this week.

The agency's Shooting Review Board concluded the shooting was "proper" under Florida law, and there were no policy violations. It recommended Manekas receive 24 hours of training, which he has completed, according to spokeswoman Dani Moschella.

No one was injured in the incident.

In her statement to investigators, Tianga said she saw a gun and "was in fear for her life." She fired the first shot.

Manekas then fired at Distefano 18 more times, thinking Distefano had fired at Tianga.

His lieutenant, Shawn Enser, who previously saw Distefano running with his police radio, realized Manekas was firing at Distefano so he screamed at him "cease fire, he's a cop."

But Manekas didn't hear him over his gunfire, and he also didn't hear on the police radio that an off-duty cop was helping at the scene.

He reloaded his pistol with a fresh magazine and started firing again. Manekas didn't stop until the lieutenant grabbed his vest and told him to stop, according to the investigation. Then Manekas asked him: "Why are you telling me to stop shooting?" according to the report.

I don’t know what’s more humiliating to the police: 19 shots at a fellow officer, or the fact that he was uninjured.

Neither Tianga and Manekas hit Distefano, although "multiple" mobile homes and cars had been hit.

Looks like a case of "spray & pray".

And how did the neighbors feel about their level of proficiency? Be funny if it wasn't so scary.

Granted I wasn't there to witness this, so my perspective may well be off, but as written this smells pretty bad. "multiple" mobile homes and cars had been hit" sounds like Manekas, considering he was not getting any return fire, was shooting where ROE would have suggested he not do so. I'm sorta picturing Barney Fife here.

19 shots and nobody was hit? Get thee to the range.

I would've never uttered this thought as recently as ten years ago, but now I think it's damned good thing that most cops are poor shots.

Weird stuff is going on in law enforcement these days. Most of the "first person shooter" videogame-based training aids must focus on dog scenarios.

If you read some of my WAY, WAY, WAY back posts, I said on this was what would happen when the cops transitioned from the wheel to the auto. On the firing range, us older guys shot six shots, in the head or X ring. The new guys shot sixteen rounds and most were in the arm, the clavicle or total misses. I said “ There’s gonna be a lot of collateral deaths around here”.

And don’t think there was no such influence just because the study had a connection with a sheriff’s department somewhere.

The ultimate in poor police marksmanship was recorded in the volume 1, no. 9, 1993 edition of "Jeff Cooper's Commentaries". It happened in Vienna, Austria.

“Family member Dr. Werner Weissenhofer reports from Vienna. It seems that a felon armed with a .357 revolver robbed a bank. As he left the bank, he was accosted by a policeman whom he murdered with one shot. Great excitement ensued, with the felon taking hostages and racing madly around from one store to another. When the forces of law and order had been mobilized and surrounded the goblin, a policeman volunteered to trade himself to the goblin for two hostages. This offer was accepted, at which time the felon fired at the policeman and seriously wounded him. The forces of law and order opened up with everything they had, which was mostly AUG [5.56x45 NATO] and Glock [9x19 NATO] fire. Shortly, the goblin killed himself with one round. He had fired three times and achieved three hits. The police, according to their official report, fired 1,261 rounds without drawing blood.

At one time, we used to refer to an event of this sort as a “Chinese Fire Drill.” Later we came to call if “Father's Day in Harlem.” After the interment of the Ayatollah Khomeini, we began to call it “An Iranian Funeral.” Now, I guess we can call it “A Viennese Bank Robbery.”

As I have often stated, if someone wants to shoot at me, I sure hope he does it on full-auto.”
