For those unfamiliar with Chicago Police Superintendent (McNutt) McCarthy he has an alleged reputation of shooting out street lights when he was a NYPD cop during nights on the town.

McCarthy is despised in Chicago. He is a semi-literate apparatchik who, like former Chicago mayor Richard Daley speaks before his brain catches up.

There is NO EVIDENCE WHATSOEVER that the CCW permit holder was carrying at the time of the incident, and in fact there is good evidence that he was NOT carrying. He was in a place that was a GFZ, and a CCW holder would be unlikely to jeopardize his permit by carrying there.
