NATO is a defensive alliance and only for the defense of Europe (and USA). NATO is not authorized to support aggressive projections of military forces like this.

Obama was able to commandeer NATO and use its colors for his (mostly USA) bombing of Libya (to replace its government with a more violent IslamoNazi variety of thugs)

and so it goes. But whether Obama could get away with mis-using NATO again, is questionable. (I guess we will see...).
