I am not buying this. Federal agents are not recognized as peace officers by the State of California. The California Penal Code requires the Unlawful Assembly Dispersal Order be given by a recognized peace officer. They would have to depend on the local agencies to do this for them. The only way I could see the Feds being in charge of this, would involve the protesters occupying Federal land.
