Foster care in most states is about $1100/child with about 20,000/state.
Looking at recent grant offerings to state/county/private foster care providers, and ads by some Foster care providers offering over $60k/year in tax free reimbursement to take in UAC refugees, it appears there are other programs to identify the children as "refugees" to funnel $60,000 instead of $1,100 per head to intermediate persons "serving" those needy children.
Here's a recently solicited grant program from 6Jun14 intending to award $350mil by mid August.
